While the safety railroad crossing improvements that come with the quiet zone would increase safety at the crossings, there remains a problem of people walking on the tracks illegally. As CSX has reminded us, the railroad tracks are private property. Walking on them at any point other than at a designated pedestrian crossing is trespassing. There are two approaches to this problem. One is stricter law enforcement but this has practical limitations since trespassing can occur at any time of day. The other is public education.
